No. The CV has been the subject of much criticism in the offshore industry, mainly due to the fact that it is normally written by the candidate and does not necessarily provide an accurate representation of the candidate’s ability.

In fairness to the CV it normally is only a record of what the candidate has done in their career and was never intended to infer competence. It was however, inadvertently used as the basis to decide on the suitability of a candidate to perform in a specific role.

The cv can however constitute part of the evidence that can support an assessment of competence.  In practice the assessor would refer to it and use it as a basis to generate questions regarding what the candidate can and cannot do.
